arm: rmobile: koelsch: Update calculation of CONFIG_SH_TMU_CLK_FREQ

CONFIG_SH_TMU_CLK_FREQ of koelsch is calculated from the external clock.
This defines RMOBILE_XTAL_CLK, this updates the calculation of
CONFIG_SH_TMU_CLK_FREQ.
