net: add 'ethrotate' environment variable

[PATCH] net: add 'ethrotate' environment variable

This patch replaces the buildtime configuration option
CONFIG_NET_DO_NOT_TRY_ANOTHER through the 'ethrotate' runtime
configuration veriable. See README.
