The console includes a global variable and several functions that are only
used by a small subset of U-Boot files. Before adding more functions, move
the definitions into their own header file.

combination pressed.

Trats battery is now treated in the same way as other power related
devices. This approach allows for more unified handling of all devices
responsible for power management.
