As the QE firmware struct is shared with Fman, move the header file
out of drivers/qe/.

Previously with archive libraries fdt.o was compiled and included in
qe.a and then discarded by the linker. With partial linking this
results in unresolved symbols, which this commit fixes.
This commit also cleans up a now-useless conditional in fdt.c.

convert to using simpler mpc85xx style fdt update code; streamline by
eliminating macros OF_SOC, OF_CPU, etc. which allows us to rm
the old school FLAT_TREE code from 83xx (since the sbc8349 was just
converted over to using libfdt).
