When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

New gen_atmel_mci driver does not use the outated register access macros. Since
the old atmel_mci driver is deleted these macros are no longer necessary.

gen_atmel_mci works on AVR32 as well, so no need to use the legacy
mmc driver. This also has the nice side effect of being able to use
SDHC cards an those boards.

Instead of always using the largest blocksize the card supports, check
if it can support smaller block sizes and use 512 bytes if possible.
Most cards do support this, and other parts of u-boot seem to have
trouble with block sizes different from 512 bytes.
Also enable underrun/overrun protection.

Driver for the Atmel MCI controller (MMC interface) for AT32AP CPUs.
The AT91 ARM-based CPUs use basically the same hardware, so it should
be possible to share this driver, but no effort has been made so far.
