CONFIG_SYS_HZ of SH2 is not used as frequency of base timer. This is the
correct clock of CMT.
This changes from CONFIG_SYS_HZ to CONFIG_SH_CMT_CLK_FREQ, in order to use
CONFIG_SYS_HZ as clock of CMT.

Also move lib_$ARCH/config.mk to arch/$ARCH/config.mk
This change is intended to clean up the top-level directory structure
and more closely mimic Linux's directory organization.

According to the PPC reference implementation the udelay() function is
responsible for resetting the watchdog timer as frequently as needed.
Most other architectures do not meet that requirement, so long-running
operations might result in a watchdog reset.
This patch adds a generic udelay() function which takes care of
resetting the watchdog before calling an architecture-specific
__udelay().
