dm: rockchip: Enable CONFIG_BLK

Enable CONFIG_BLK to move to using driver model for block devices. This affects MMC booting in SPL, as well as MMC access in U-Boot proper. Signed-off-by: Simon Glass <sjg@chromium.org>
