ARM: SPL: Add <asm/spl.h> and <asm/arch/spl.h>

Move the SPL prototypes from <asm/omap_common.h> into <asm/spl.h> and
add <asm/arch/spl.h> for arch specific portions of CONFIG_SPL_FRAMEWORK.
