video: fix FADS823 and RRvision compiling issues

Since commit 561858ee building for FADS823 and RRvision doesn't work. Let's include version.h and timestamp.h unconditionally to fix the problem. Signed-off-by: Anatolij Gustschin <agust@denx.de>
