When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

About a quarter of the files in common/ relate to the environment. It
seems better to put these into their own subdirectory and remove the
prefix.

env_attr_lookup call env_attr_walk with
callback = regex_callback.
In env_attr_walk
attributes = strchr(entry_cpy, ENV_ATTR_SEP)
will return NULL if ENV_ATTR_SEP is not found.
In the aftermath regex_callback may call
strlen(attributes)
with a NULL value which will lead to a failure.
The problem was indicated by scan-clam.

The logic to find the whole matching name was split needlessly between
the reverse_strstr function and its caller. Fully contain it to make the
interface for calling it more consistent.

Currently just validates variable types as decimal, hexidecimal,
boolean, ip address, and mac address. Call
env_acl_validate_setenv_params() from setenv() in fw_env.c.
If the entry is not found in the env .flags, then look in the static
one. This allows the env to override the static definitions, but prevents
the need to have every definition in the environment distracting you.
Need to build in _ctype for isdigit for Linux.
