I couldn't quite figure out whether or not CONFIG_SYS_ENV_IS_NOWHERE
actually ever worked but nowadays this is called CONFIG_ENV_IS_NOWHERE.

We are about to switch to Kconfig in the next commit.
But there are something to get done beforehand.
In Kconfig, include/generated/autoconf.h defines boolean
CONFIG macros as 1.
CONFIG_SPL and CONFIG_TPL, if defined, must be set to 1.
Otherwise, when switching to Kconfig, the build log
would be sprinkled with warning messages like this:
warning: "CONFIG_SPL" redefined [enabled by default]

Access the OneNAND 1KiB window on the VPAC270 as an SRAM instead of accessing
it as a burst-RAM. This fixes a problem where the board failed to reboot
sometimes as the CPU couldn't start executing from the OneNAND 1KiB window.

The last users of CONFIG_KGDB_SER_INDEX were removed more than 3 years
ago in commits 550650ddd0 and bf16500f79, either kgdb subsystem should
care about this parameter or it should be gone completely.

The definitions for CONFIG_SYS_PROMPT are varied with little reason other
than to display the board name. Over half the definitions are "==> ", so
make this the default. The rest of the boards remain unchanged to avoid
breaking any external scripts expecting a certain prompt.

CONFIG_STACKSIZE is not referenced anywhere except on AVR32, but present
in most ARM board config files.
IRQs are only enabled for 1 config, so remove the unused config options
for IRQ and FIQ stack size as well.

Exactly one board has defined CONFIG_SYS_PROMPT_HUSH_PS2 to a value
different than "> " which is vision2. I have Cc'd the maintainer here
as I strongly suspect this is a bug rather than intentional behavior.

We provide a default table of { 9600, 19200, 38400, 57600, 115200 }
in <config_fallbacks.h> which mkconfig places after <configs/...h> in
the generated config file. This is used when a board has not set its
own table.

CONFIG_SYS_GBL_DATA_SIZE has always been just a bad workarond for not
being able to use "sizeof(struct global_data)" in assembler files.
Recent experience has shown that manual synchronization is not
reliable enough. This patch renames CONFIG_SYS_GBL_DATA_SIZE into
GENERATED_GBL_DATA_SIZE which gets automatically generated by the
asm-offsets tool. In the result, all definitions of this value can be
deleted from the board config files. We have to make sure that all
files that reference such data include the new <asm-offsets.h> file.
No other changes have been done yet, but it is obvious that similar
changes / simplifications can be done for other, related macro
definitions as well.

Define ENV_ADDR as MONITOR_BASE + MONITOR_LEN. Fix environment sector
size (NOR: 32Kb for first four sectors and 128Kb for other; OneNAND: 128Kb).
Last but not least: we have MONITOR_LEN = 0x40000 and one sector for
environment (size = 0x20000), so the kernel may start from 0x00060000 only.
