sunxi: kconfig: Add %_felconfig rule to enable FEL build of sunxi platforms.

$ make BOARD_felconfig
is more convenient than
    $ make BOARD_defconfig
    $ echo CONFIG_SPL_FEL=y >> .config
    $ echo CONFIG_SPL_FEL=y >> spl/.config
