Defining CONFIG_FSL_ESDHC brings in a call to get_clocks, so let's
implement get_clocks function. This is how it seems to be implemented
elsewhere.

This helps to clean up the include/ directory so that it only contains
non-architecture-specific headers and also matches Linux's directory
layout which many U-Boot developers are already familiar with.
