We are now using an env_ prefix for environment functions. Rename these
two functions for consistency. Also add function comments in common.h.
Quite a few places use getenv() in a condition context, provoking a
warning from checkpatch. These are fixed up in this patch also.

DPAA2 platforms boot the Management Complex based on the u-boot env
variable "mcinitcmd". Instead of doing this step on each platform
individually, define a single mc_env_boot function in the MC driver,
since it's semantically tied to it.
Call the function in a per-board reset_phy hook, as it gets called at a
later moment, when all board PHY devices have been initialized.

The current value to check whether the PHY was configured has dependency
on MC, it expects MC to start PCS AN, this is not true during boot up,
so it should be changed to remove the dependency.
The PHY's register space should be restore to default after accessing
extended space.

Environment variable mcinitcmd is defined to initiate MC and DPL
deployment from the location where it is stored (NOR, NAND, SD, SATA,
USB) during booting. If this variable is not defined then macro
MC_BOOT_ENV_VAR will be null and MC will not be booted and DPL will
not be applied during U-boot booting.

With format-security errors turned on, GCC picks up the use of sprintf with
a format parameter not being a string literal.
Simple uses of sprintf are also converted to use strcpy.

LS2080A is a prime personality of Freescale’s LS2085A. It is a non-AIOP
personality without support of DP-DDR, L2 switch, 1588, PCIe endpoint etc.
So renaming existing LS2085A code base to reflect LS2080A (Prime personality)

There are two LS series processors are built on ARMv8 Layersacpe
architecture currently, LS2085A and LS1043A. They are based on
ARMv8 core although use different chassis, so create fsl-layerscape
to refactor the common code for the LS series processors which also
paves the way for adding LS1043A platform.

The X-QSGMII-16PORT is a 4xQSGMII/8xSGMII riser card with eighth SerDes
interfaces implemented in PCIe form factor board.
It supports followings
- Card can operate with up to 4 QSGMII lane simultaneously
- Card can operate with up to 8 SGMII lane simultaneously
Add support of X-QSGMII-16PORT riser card.
This patch also take care of back-ward compatiblity with old SGMII rise cards
used on LS2085QDS Platform.

SerDes Protocol 0x49 enables 4 SGMII, PEX4, SATA1 and SATA2.
